Levies

Once every 15 minutes, you can levy your subjects: a one-off tax. You get a substantial amount, but there is a short-term "cost" - the population happiness drops by 20% (though dropping below 50% doesn't cause a rebellion. As a result, the population starts dropping; however, the happiness recovers after about 2 hours, along with the population.

If you try to levy too soon, you get a notice: "You can only levy once every 15 minutes".
