Once every 15 minutes, you can levy your subjects: a one-off tax. You get a substantial amount, but there is a short-term "cost" - the population happiness drops by 20% (though dropping below 50% doesn't cause a rebellion. As a result, the population starts dropping; however, the happiness recovers after about 2 hours, along with the population.
If you try to levy too soon, you get a notice: "You can only levy once every 15 minutes".
A level 11 Castle is a wise decision for you city. It gives you more wilds, might, and the ability to upgrade other buildings to level 11.
A level 12 Castle is a costly but very wise decision to build in your city. It gives you even more wilds, might, and the ability to build level 12 buildings!
Personal Note: Lv.12 Castle's very wise only if your city is producing something, and only One Something.
100% Ore fields, + Lv.255 Knight + Ore Gaurdian + 14 wilds = 3.5 Mill Per hr.
